Following the footsteps of the Modi govt at the centre, Fadnavis too came out with a GR instructing Ministers to not appoint the staff who had served the Ministers in the outgoing DF govt, but deisregarding its own GR the Fadnavis has retained the the service of almost 78% staff from the outgoing govt, the CM office, which brought out the GR, too is a participant of the retention. This information was provided to RTI Activist Anil Galgali, by the state govt.
RTI Activist Anil Galgali had filed an query with the CM office, seeking list of staff working with the current as well as the previous CM office, which was refused by the CM office and the query was transferred to the General Administration Dept (GAD) of the govt. The GAD Under Secretary, D V Naik replying to the query, delivered the list of staff of the current and the previous govt to Galgali.Going through and comparing both the list, shows that both the lists are quite similar, as the current CM office has retained almost 78% of the staff of the previous Prithviraj Chavan's office or other Ministers staff. It can be understood from the list that, out of 102 staff, comprising of Driver to Dy Secretary, 83 staff have served with the previous CM, Minister or a Minister of State. Of the 83, 78 were with the CM office and 5 served various Minister or Minister of State. Out of the 83, 4 persons have been repatriated with their original department.
Out of the 4 Dy Secretary's posted in the CMO, 2 were presviously posted with Chandrakant Handore & Ranjit Kamble. Out of the 5 Under Secretary's, 3 were previously posted in CM/ Fauziya Khan's office. Dr Kiran Patil, previously posted with Fauziya Khan has been repatriated to his original Finance dept. Of the 9 Desk Officers in the CMO only 1 is new, rest 6 were in the CMO previosly and 2 were with Rajesh Tope and Jaidutt Kshirsagar. Bhagwan Sawant & Ajay Wagh have been sent to their original dept's. Their assistant R S Sonawane has also been sent to his original dept. 8 out of 13 Stenographer, 24 out of 28 Typist - Clerk, 21 out of 23 Peons, were all in the previous CMO as well. Further 1 OSD, 3 Jr Typist, 1 Cooperative Officer, 1 Personal Assistant, 1 Sr Clerk, 5 Assistants, 1 Accounts Officer, 1 Asst Accounts Officer, 1 Pay & Accounts Officer and 1 Naik, were also serving the previous CMO.
On December 1, 2014, the Fadnavis govt had issued a GR, stating that any Private Secretaries, OSD, PA's who have served in CMO, Dy CMO, Ministers or Minister's of State's office in the past 10 years should not be considered for appointment in any Ministers office in the next 5 years. But it seems the Fadnavis govt smartly removed the other positions from the GR, so that they could be considered, this way Devendra Fadnavis is diverting the effectiveness of the Modi's decision of not considering those who have worked in the previous regime, alleged Galgali. Anil Galgali in a letter addressed to the CM has asked for justice to its own GR.
# Fadnavis's 11 Ratna
CM Devendra Fadnavis has also appointed 11 persons from outside and have given them unlimited powers is also a source of discussion in the mantralaya corridors, lending credence to them being referred to as his 11 Ratna's. They comprise of 5 OSD's, 3 Asst Clerks and 1 each comprising of PA, Social Media Adviser and Driver. Out of this 1 is a Active worker of BJP from the womans wing, which is in 1st example where a political worker is considered for appointment on a govt post.
