Mumbaikar not get Card under scheme of Rajeev Gandhi Jeevandayee Aarogoya Yojana

The effective implementation of Maharashtra Government's Rajeev Gandhi Jeevandayee Aarogya Vima Yojana has been hampered owing to the "careless" attitude of the officials concerned. Till Card distribution scheme of Rajeev Gandhi Jeevandayi Aarogoya Yojana dying due to mismanagement of RGJVY officer's till today Mumbaikar not get card Athak Seva Sangh's Chairman & RTI Activitist Anil Galgali complain the same to the Chief Minister of Maharashtra to take the appropriate action against Officers who is responsible of the same and culprits of Mumbaikars. 

Athak Seva Sangh's Chairman & RTI Activitist Anil Galgali complain the same to the Chief Minister of Maharashtra, Chief Secretary (Govt. of Maharashtra) & Chief Executive Officer of Rajiv Gandhi Jeevandai Arogya Yojana.  The scheme was introduced this year with fanfare and spending of crores of rupees. But due to carelessness of state government functionaries, this scheme is dying before getting into the hands of needy people.

Health Department first sought the help of the Rationing department to get income details of the beneficiaries and prepared the cards."In March, 2012, the state government dispatched lakhs of cards to all ration offices across the city. In April cards were handed over to Aaganwadi women social workers to distribute them door-to-door.The distribution of work was properly done till September but then it was again handed over to respective rationing offices without any reason.
After our complaints in Dec 2012,  RGJAY officer's later issue tender to distribution the remain cards. But before whom get work of distribution in June 2012 specifically in North East Region ie from Sion to Mulund including Chandivali Area. But till no result seen. Interesting that RGJAY officer's not reply our letter nor take seriously. 

In throughout State there is Eight District in which 2,61,97,582 populations agaisnt the said populations Govt. made 49,03,140 Cards  for benefeciaries. As the Card made by Govtt. throughout State there is highest in Mumbai Suburban District i.e. 13,40,828 Cards.  After that Solapur (8,30,011) Raigadh (5,66,231 ), Amravati (5,59,473 ), Nanded (5,43,961), Mumbai City ( 4,82,073), Dhule (3,97,674) and Gadhcharoli (1,82,889). The health department's poor planning and mismanagement are the main reasons why this system is stuck. Why State Government is fail to distribution card door to door added Galgali and demand to inquire the whole episode and responsible fix to concerned officer's so in future no one careless as like this.

Mumbaikars still waiting for BMC CFC to open till 4 pm



Do you know that Brihanmumbai Municipal Corporation (BMC) Citizen Facilitation Centres (CFCs) in the area working hour is 9 am to 4 pm. But from 2005 to till its closed sharp 1 pm. Its revels by RTI Activists Anil Galgali who filed a query. Interesting that at 25 Cfc throughout Mumbai, ward offices Clerk  refused to work in CFC which losses Rs 18, 13, 605 .

Athak Seva Sangh Chairman & RTI Activists Anil Galgali ask about working time to Bmc Information & Technology department.  IT Chief Mahesh Naravekar informs that on dated 15 march 2008 there is post of 25 CFC head & 250 CRE post has been approved by bmc which  continue till 28 Feb 2013. The CFC working time is morning 9 am to Evening 4 pm which is come under jurdication of locol ward office. Anil Galgali written complaint to Municipal Commissioner Sitaram Kunte that  actually CFC centre is open upto 1 pm which causes very difficult to common man. Also Bmc has paid Rs 18, 13, 605  as Intensive Amount to 36 CRE from last 5 years bcz cconcerned bmc employees not following the Bmc Circular who should work in CFC centre.

Anil Galgali who followed this issue from last 4 years. Bmc IT Deputy Director has assured  Mr Galgali on 27 February 2009 that CFC centre already open from 9 am to 9 pm. But which is not followed till date. Mr Galgali requested to the Municipal Commissioner in large interest of mumbaikar the CFC center must be open atleast 9am to 4 pm. Also take action against the Clerk & Head Clerk of Concerned ward office who denied the duty to work in CFC. BMC is not ready to collect the revenue from the Mumbaikar who comes to BMC Office, Galgali requested that to inquire the matter who is responsible & from who's direction CFC working time was reduce by 3 hours and do not make this CFC centres as unfacilited centres.

Police Beaten by MLA; CCTV Footage has refuse to supply in RTI by Maharashtra Legislative Secretariate

Five Maharashtra MLAs who beat up Assistant Police Inspector Sachin Suryavanshi have been  suspended till December 31. Mumbai Police has registered FIR against Vasai MLA Kshitij Thakur and MNS legislator Ram Kadam (MNS) and fourteen others for allegedly beating a policeman, in the State assembly premises, police said.The accused have been booked under IPC sections 143 (unlawful assembly), 341 (wrongful restraint), 353 (assault or criminal force to deter public servant from discharge of his duty), 504 (intentional insult with intent to provoke breach of peace), 323 (punishment for voluntarily causing hurt) and 506 (ii) (criminal intimidation)

RTI Activists Anil Galgali ask to    Maharashtra legislative to provide CCTV footage. Maharashtra legislative Secretariate Section Officer & Public Information Officer Umesh Shinde reply vide letter dated 25 June 2013, The CCTV footage is inside of Assembly premises so if it supply then its become  question of  privileges & contempt of Assembly. Secondly Assistant Police Inspector Sachin Suryavanshi beaten issue congzible registered by Marine Drive Police station & its in under investigation.  Mr Shinde refuse to provide CCTV Footage under section 8 (1) (C)(H) of RTI Act 2005.

Earlier other RTI Plea filed by Anil Galgali, same section officer Mr Shinde confirmed that Police officer Suryavanshi called up to Assembly for clarification in the matter of MLA Kshitij Thakur which occurs at Bandra Worli sea link. Vidhayadhar Pendeshe made telephonic call to Jt CP Traffic on 18 March 2013 at 6.15 pm and instruct to attend for clarification on Tuesday, 19th March, 2013 at 11.00 a.m. after instruction of Hon'ble Dy. Chairman of Maharashtra Legislative Council.  Jt. CP Traffic confirms to do the same. Anil Galgali's view that the matter was investigated and charge sheet has been filed, so there is no issue to supply the CCTV footage under sec. of 8(1) (H) of RTI Act, 2005. Galgali added as already chargesheet is filed so, the CCTV footage information which would not impede the process of investigation or apprehension or prosecution of offenders.

CM & Top Officers should take Moral Responsibilty of Wadala Landslide

Wadala landslide and causality is a Moral Responsibilty of CM Prithviraj Chavan and top officers like CS Jayant Bantiya, UD chief Manu Srivastav who after 22 month not come in any conclusion about rehabilitation of 22486 family lives at hilly area.


Today morning 8 am landslides again occour at Wadala constituency and causlity reported. Now  its clear that CM & state Government  is waiting for landslides & permanent solution of Rehabilitation not make by State Govt. CM last meeting on this issue took place on 19 September 2011 but after this till 22 month no action taken and rehabilitation process start. Our NGO Athak Seva Sangh continues follow up this issue with state Government. According to us its moral responsibilty of  CM  Prithviraj Chavan and top officers like CS Jayant Bantiya, UD chief  Manu Srivastav who after 22 month not come in conclusion about rehabilitation of 22486 family's who are lives at hilly side area.


RTI query reveals state sitting on CM instruction which could possibly prevent landslides. Our NGO made it to the cold statistics of people dead in landslides. All this, even as a report that could have possibly prevented it, awaits action. If only these hutments had been shifted, as was recommended after the Mumbai Slum Improvement Board carried out a survey in 17 April 2010. On 19 September 2011, Chief Minister Prithviraj Chavan order to prepare action plan and report how much land will be available for develop as well as to adopt Slumfree City. Now its 22 Month pass but Urban Development department till not implement single agenda nor prepare any Action Taking Plan (ATP)as Chief Minister Prithviraj Chavan order and give 1 month deadline. Its revealed by a RTI which filed by me as  Athak Seva Sangh Chairman & RTI Activists  Anil Galgali who obtained all this fact information from Housing department.
According a RTI, The survey, across 25-assembly constituencies in the City,Western and Eastern suburbs, had revealed that over 22483 hutments in 327 hilly areas are dangerous and need to be shifted urgently. In that 49 spots dangerous in Mumbai City in which total hutments are 3986 out of which 2303 hutments were shift on urgent basis and 1683 will safeguard by retaining wall and in Mumbai Suburb total 278 spots are most dangerous total no. of hutments are 18497 in which 8698 hutments were safeguard by retaining wall and 7354 needd to shift from hillside on urgent basis. This report had been sent to the Government for final consideration, but it is still awaiting the state nod.This, despite a revelation under RTI that almost 260 people have lost their lives and more than 270 are injured in landslides between 1992 and 2013. 



According to RTI activist Anil Galgali, the BMC and the Mumbai Suburban Collectorate jointly carried out a survey of hutments and submitted findings in a report to the state Housing Ministry on  April 17, 2010."As per the report, there are 327 hilly areas classified as dangerous of the 25 constituencies. Of the 22483 huts in these areas, the authorities recommended shifting 9,657 huts on a priority basis," said Galgali. "The remaining could be protected by constructing retaining walls around the hills."Galgali added that since 1995, an amount of Rs 200  crore has been spent on constructing retaining walls, but the government could not prevent natural disaster from claiming lives."I believe the state government, instead of spending crores of rupees constructing retaining walls, should shift slumdwellers to the 15,000 vacant MMRDA and BMC tenements across the city," said Galgali.The official clarified that the funds for constructing the retaining walls for protection of slums (10,381) was to come from the District Planning Development Committee (DPDC) but because of non-availability of adequate funds, the process of finding ways to increase the fund flow is still being worked out.


Another problem is the challenge that involves shifting of nearly 22483 slums to rehabilitation tenements. Firstly, land needs to be procured from private parties or departments like BMC, MMRDA, MIDC to construct such rehabilitation tenements and only once they agree the construction work could commence.Moreover, the biggest challenge for the government is to ensure that the plot housing vacated slums is not encroached upon again and various mechanisms will need to be put in place to prevent any further encroachment.This will involve roping in the Forest Department and ensure they plant trees on these plots. It will not only ensure that there is no encroachment on the plots, but will also prevent soil erosion and, in turn, landslides.


The Slum Improvement Board has submitted its report in which it has presented a dimension of the problem and possible solution," said Galgali. A letter address to Chief Minister Prithviraj Chavan, Anil Galgali demanding to protect & save 1.15 lacks poor people lives because in monsoon every coming stone over the hillside make vibration of heart of this poor people. Instead to waiting big accident,  Govt should rehab all poor people at MMRDA & BMC PAP immediate effect. It needs to be evaluated and a time management strategy planned out for its implementation, said Galgali.
