Maharashtra CM not interested to declared the details of Ministers property


Mr Clean Chief minister Prithviraj Chavan has  rejected a plea of RTI Activists Anil Galgali, in which Galgali urges to declared all ministers Assets detail and publish on Govt website. But chavan only give direction to put a minister's name on website. Maharashtra  CM not interested to declared the details of Ministers property.

Athak Seva Sangh Chairman &  RTI Activists Anil Galgali wrote to CM twice and demand to take serious action on those ministers who are fail to submit the declaration of their Assets “Those ministers who have not declared their assets have no morals. They are supposed to do that even during elections. If the central government ministers and those from Bihar can declare their assets, what stops these people?,” asked Galgali. After Galgali second reminder on 6 feb 2013, last week, CM took decision to declared the only name of minster's not details of there property.  Galgali was unhappy after CM decision which again transparency. 


After he was sworn in as the chief minister in 10 Dec 2010, Chavan had asked his ministers to declare their assets, so that people have greater faith in the government. RTI activist Anil Galgali had sought details of the all ministers and details of the assets declared by them to the CM's office.. Prominent among them are Chief Minister Chavan, Deputy chief minister Ajit Pawar, PWD Minister Chhagan Bhujbal, forest Minister Dr Pantangrao Kadam, Water Resources Minister Ramraje Naik Nimbalkar, School Education Minister Rajendra Darda, Agriculture and Marketing Minister Radhakrishna Vikhe Patil, Social Justice Minister Ad Shivajirao Moghe, Water Supply and Sanitation minister Laxman Dhoble,Tribal Developmen
Minister Babanrao pachputhe , Health Minsiter Suresh Shetty, Enviorment Minister SanjayDeotale, Water Resources Minister  Sunil Tatkare, Food & Civil Supply Minister Anil Deshmukh,  Food & Drugs Administration Minister Manoharrao Naik, Labour Minsiter Hassan Mushrif, Women and Child Welfare Minister Varsha Gaikwad, : Animal Husbandry, Dairy Development and Fisheries Madhukar Chavan,School Education state Minister Fauzia Khan, Tribal Development State Minister Rajendra Gavit,Sports and Youth Welfare Minister Padamakar Valvi and Medical Education State Minister D P Sawant. CM is head of the ministry and his order should not be denied or delay by his colleagues. But ministers like Industry Ministry Narayan Rane, Home Minister R R Patil, Revenue Minister Balasaheb Thort, Minority and Mumbai suburb Guardian Minister Mohm Arif Naseem Khan has own kingdom and they are never give response to CM's request. Public works Minister  Jaydutt khisrsagar,  Medical Education and Horticulture Minister Dr Vijay Kumar Gavit, Employment guarantee Minister Dr Nitin Raut, ,State Home Minister Satej Patil,State urban Development Minsiter Bhaskar Jadhav,State Housing Minister Sachin Ahir, Ranjeet kamble,Prakash Solalnkhe ,Gulabrao devkar,Rajendra are notrespond yet .

"The public information officer, not to share when ministers' assets details submitted to CM because ,it was in a sealed format," Galgali said. 
                                                                                                                                                                                                                                                                 
                                                                                   ### RTI increases Ministers Morality 

In 2010,immediately after Chavan ordered his ministers to declare their assets, Galgali filed a similar RTI application. He sought details of the assets declared by ministers in the past 15 years as prescribed under the code of conduct. None of the ministers had declared their assets then. After RTI expose CM imm instruct all ministers to submit there declaration of Assets.In 2011, Galgali to check out response again File RTI  , He shocked to know only 16 out of 40 ministers declares there Assets. Now again third time he ask about same revels that only 22 out of 40 Ministers Obey the CM order.  After Galgali follow-up now 27 ministers are submitted there assets detail. Its because of RTI scare now percentage is increase and defiantly reaches 100 per cent soon , says Galgali .

After 21 years, Maharashtra govt observes May 21 as anti-terrorism day


21 years after the central government had declared May 21 as Anti-Terrorism Day, following the assassination of former PM Rajiv Gandhi on this day, the Maharashtra government has finally issued an official circular to observe this day. 

RTI activist and director of the NGO Athak Seva Sangh, Anil Galgali, told  "I am surprised that the Maharashtra state has finally woken up after 21 long years to observe May 21 as Anti-Terrorism Day. The government circular to this effect was issued on May 16 this year. Why was it not done in the previous years?" 

Rajiv Gandhi was killed by a human bomb on May 21, 1991. So, the very next year (1992) the central government had started observing it as Anti-Terrorism Day. 

The Union ministry of home affairs has written to chief secretaries of all states to observe May 21 as anti-terrorism day. "The objective behind observance of this day is to wean away the youth from terrorism and the cult of violence by highlighting the sufferings of common people and showing as to how it is prejudicial to the national interest," says the letter dated May 8, signed by joint secretary Bhagwan Shankar. After this warning-cum-suggestion letter, government of Maharashtra, Home Department under secretary, Sudhakar Ramchandra Chavan, issued the circular this year on 16 May 2013.

"I would like to know why the state government has delayed observing this important day for over two decades, and also what steps the state is taking to effectively counter the frequent and mindless terrorism attacks and explosions that kill hundreds of innocent people," added Galgali. 

He has also sent a copy of his query to the offices of President of India and Prime Minister of India.

Without Govt permission 68 Years Old Man Appointed as Secretary on State Information Commission




After Mumbai High Court Order Govt of Maharastra  made a GR  of  appointment on the basis of Contract System that after retirement a proposal of appointment by Contract Basis should be check properly & avoid the contempt of High Court order. But State Information Commission has not taken care of this issue and  Without Govt permission , Commission Appointed 68 years old man  as a Secretary on State Information Commission. Its was revealed RTI query filed by RTI Activists Anil Galgali . Athak Seva Sangh Chairman & RTI Activists Anil Galgali wrote to Chief Minister Prithiviraj Chavan and Demanded to take action against the officer which has  first dare to  contempt  the High Court order as well as Govt GR.


Maharastra  State Information Commission appointed 68 years Old Man M A Khobragade as a Secretary on Contract Basis from 31 Dec 2012 to 31 Dec 2013 for One Year. RTI activists Anil Galgali  ask appointment detail of M A Khobragade to State Information Commission, Account & Pay Department and Govt General Administrative Dept. State Information Commission Section officer R P Jadhav informed that Chief Information Commissioner Ratankar Gaikwad issued  M A Khobragade appointment order under section 15(4) of RTI Act 2005. Commission also admitted that no advertisement was publish before appointment for the post of Secretary.


General Administrative Dept Under Secretary S H Umaranikar provide a GR copy dated 14 Jan 2010 which came in a effect after a high court bench mark order in a case no 85/2008 of Dr Jagnath Dhone and others PIL. After Chief Minister sanctioned, Govt submitted a affidavit in a High Court. Affidavit states that Its is submitted that concerned appointing authorities will be advised to follow this policy strictly and necessary instructions will be given to all departments to inform the appointing authorities under their control. Its is further stated and submitted that all existing post retirement appointments of State Government Employees and their extensions will be reviewed. Those  appointments which are not in accordance with the provisions of the Government Resolution dated 9 Nov 1995 or its exercise off reviewing all cases of re-appointments or extension of state Government officers and employees will be completed by 31 March 2010.  But Ratankar Gaikwad totally ignored Government Resolution and high court order during appointment. Interestingly under power of Section 15 (4) of RTI act 2005,  where Gaikwad  Claims to appoint Khobrgade as a Secretary in that Section there is no mention about appointment by Contract basis.


Account & Pay Department reject Khobragade Bill of Rs 69,734 on 1 Feb 2013 Because there is no Government Resolution of  appointment. After that on 25 Feb 2013 Finance Department Principal Secretary Sudhir Srivastav directed to Pay and Account officer to pay the Salary of Khobrgade. Srivastav who is an Senior Bureaucrat has  not taken the Government Resolution and High court order seriously. The officer from Pay and Account department  who Shows honesty & took objection to pay huge salary was transferred from office. 


Anil Galgali states that in a state information commission office from 12 Oct 2005 to till Khobrgade appointment, there are 11 officer's  have already worked there . All are appointed as a additional charge or on a deputation basis.  But first time for 68 years Khobrgade appointment, state information commission overlook  Government Resolution and High court order. Anil Galgali also sent complaint copy to Chief Secretary, Additional Chief Secretary Home, Principal Secretary of Finance & GAD and urges that to take action on officer who  overlook High Court order as well as Govt GR. Its a classic case of Senior Bureaucrat who Bent Rule which should be control in future, added Galgali

Anil Ambani Displaying illegally their Group name as Reliance Metro instead of Metro Line-1



Reliance Group is popular for consistent delay of the Metro project, the trial flagged by Chief Minister Prithiviraj Chavan on Wednesday. Mumbai Metro is Public Private Partnership project and Anil Ambani is chairman of Reliance Group displaying the name as Reliance Metro on Metro Train is illegal as nowhere in the documents’ the MMRDA or any Govt Authorities have given any right to Anil Ambani to  use or Display the Reliance name on Metro. Athak seva sangh Chairman and RTI activists Anil Galgali wrote to Chief Minister of Maharashtra and MMRDA to remove the name of Reliance and take legal action and levy penalty for misusing the Metro for their personal advertisement.

After 1886 days from the start of the work of Metro Train, on Wednesday Chief Minister flagged the Trial run of metro. The run of the metro was for the next two station, it is quite surprising that  the Motor man coach Reliance Metro is highlighted and displayed instead of MUMBAI METRO 1 , the MMRDA nor state Govt has given any approval or sanction of any kind where Reliance is permitted to use its name. In 2011 when Anil Galgali sought information through RTI from MMRDA regarding the name of Metro Train that time a reply dated 20 oct 2011, MMRDA informed that there is no such proposal. But they name this Metro Mumbai call as  Metro Line-1

Anil Galgali in written complaints took objection that how Anil Ambani's MMOPL company Illegally is displaying the name as Reliance Metro on Metro Train. Galgali demanded that the name of Reliance Metro should be removed with immediate effect and take legal action by levying penalty on MMOPL company. He also suggested that Metro train name should be Mumbai Metro only.
