Only 55% of Maharashtra Ministers declare their Assets


A directive from Chief Minister Prithviraj Chavan seems to have fallen on deaf ears as only 55 per cent of Maharashtra ministers have declared their assets so far. After he was sworn in as the chief minister in 10 Dec 2010, Chavan had asked his ministers to declare their assets, so that people have greater faith in the government. In 29 April 2011, He again request but 45 per cent till not take Chavan word so seriously.However, only 22 out of the 40 ministers in the state ministry have given details of their assets to the chief minister's office, RTI query has revealed. 


I had sought details of the all ministers and details of the assets declared by them to the CM's office. According to Under secretary and Public Information officer Mr P P Gosavi only 22 ministers have declared their assets. Prominent among them are Chief Minister Chavan, Deputy chief minister Ajit Pawar, PWD Minister Chhagan Bhujbal, forest Minister Dr Pantangrao Kadam, Water Resources Minister Ramraje Naik Nimbalkar, School Education Minister Rajendra Darda, Agriculture and Marketing Minister Radhakrishna Vikhe Patil, Social Justice Minister Ad Shivajirao Moghe, Water Supply and Sanitation Minister Laxman Dhoble,  Tribal Development Minister Babanrao pachputhe , Health Minsiter Suresh Shetty, Enviorment Minister Sanjay Deotale, Water Resources Minister  Sunil Tatkare, Food & Civil Supply Minister Anil Deshmukh,  Food & Drugs Administration Minister Manoharrao Naik, Labour Minsiter Hassan Mushrif, Women and Child Welfare Minister Varsha Gaikwad,  Animal Husbandry, Dairy Development and Fisheries Madhukar Chavan,School Education state Minister Fauzia Khan, Tribal Development State Minister Rajendra Gavit,Sports and Youth Welfare Minister Padamakar Valvi and Medical Education State Minister D P Sawant.

CM is head of the ministry and his order should not be denied or delay by his colleagues. But ministers like Industry Ministry Narayan Rane, Home Minister R R Patil, Revenue Minister Balasaheb Thort, Excise Minister Ganesh Naik,Minority and Mumbai suburb Guardian Minister Mohm Arif Naseem Khan has own kingdom and they are never give response to CM's request. Rural Development Minister and Mumbai Guardian Minister Jayant Patil,Cooperation and Parliamentary Affairs Minister Harshvardhan Patil,Public works Minister  Jaydutt khisrsagar,  Medical Education and Horticulture Minister Dr Vijay Kumar Gavit, Employment guarantee Minister Dr Nitin Raut, Higher and Technical  Education Minister Rajesh Tope,State Home Minister Satej Patil,State urban Development Minsiter Bhaskar Jadhav,State Housing Minister Sachin Ahir, Ranjeet kamble,Prakash Solalnkhe ,Gulabrao devkar,Rajendra Muluk are not respond yet .

Athak Seva Sangh wrote to CM and demand to take serious action on those ministers who are fail to submit the declaration of their Assets “Those ministers who have not declared their assets have no morals. They are supposed to do that even during elections. If the central government ministers and those from Bihar can declare their assets, what stops these people? 45% of ministers not declaring their assets reflects poorly on the CM. “It shows that he is very weak. I can understand he has no control over ministers from the NCP, but what about people from his own party?”


###RTI increases Ministers Morality

In 2010,immediately after Chavan ordered his ministers to declare their assets, I filed a similar RTI application and sought details of the assets declared by ministers in the past 15 years as prescribed under the code of conduct. None of the ministers had declared their assets then. After RTI expose CM imm instruct all ministers to submit there declaration of Assets.In 2011, to check out response I again File RTI  and shocked to know only 16 out of 40 ministers declares there Assets. Now again third time When  I ask about same revels that only 22 out of 40 Ministers Obey the CM order. Its because of RTI scare now percentage is increase and defiantly reaches 100 per cent soon.

RAILWAY BLOCKS SCLR PROJECT AFTER GOT Rs 146 CRORES BENEFIT




The Dream Santacruz Chembur Link Road ( SCLR ) project is still waiting the Green Signal from Commissioner of Railway Safety though For giving permissions to work in the Railway land, the Railway Authority has got the benefit of Rs. 145,53,81,033 crores from MMRDA.  


I follow up to MMRDA,MSRDC and Central Railway Department to complete this dream project ask to MMRDA about the delay and hurdle. MMRDA Engineering Division Reply to me and Blame on Commissioner of Railway Safety (CRS) to not okay Green Signal. MMRDA under MUTP has taken up the work of Santacruz Chembur Link Road in the year of 2003-04. Actual Start in 2004-20005. Except the Railway portion MMRDA has completed 90% work till date and the balanced work will be completed by 31st March 2013. In the Railway portion the MMRDA could not take up the work because of various issues. MMRDA clearly blames that Central Railway has changed the GAD 3 to 4 times as per their requirements. After paying the deposit Railway could not shift their utilities as per program. Railway has taken enormous time to clear the design & drawings. Still Railway/CRS has not approved the launching scheme on Central Railway Main line. For giving permissions to work in the Central Railway land, the Railway Authority has got the benefit of Rs. 146 crores from MMRDA including the construction of Tilak Nagar Terminus arm from SCLR double decker Fly-over. Its cost around Rs 20 crores. 

World bank funded MUTP project is very vital Road link joining Santacruz to Chembur where MMRDA is a Nodal agency for the MUTP and Execution of the work is being done by MSRDC. Because of delay in completion of project, world bank suspended the loan since 15th june 2011 and thereafter completing this dream project through their own finance. MMRDA has deposited Rs 16,60,50,000 Being capitalized Maintenance charges at 30% cost of structures in Railway Land. (ie 30% of Rs 53.55 crores) on 26 feb 2007. MMRDA has deposited Rs 4,42,00,000 towards Codal Charges.  A amount of Rs 1,62,25,954 deposited dated 27 May 2005 for the shifting of signaling and Electrical utilities of central Railway due to the construction of viaduct across main line. An amount of Rs 2,02,67,079 deposited dated 20 Sep 2005 towards the modification of OHE structures of Central Railway near kurla station. An amount of Rs 86,35,000 was deposited dated 24 march 2006 towards the relocation of for Central Railway structures near Kurla station. MMRDA put in a great effort in Rehabilitating 250 Families from Central Railway land in Sable Nagar at a cost of 100 crores and dismantled the hutments and in getting the Central Railway land vacated.


This scheme of SCLR may save around Rs. 320 crores per year in terms of less consumption of fuel of MAHARASHTRA GOVERNMENT which will also increase by about Rs. 50 crores per year. However still the Commissioner of Railway Safety is not giving green signal to the launching scheme on main line. Its Central vs State govt ego problem where both are not come to one place to solve the problems. After getting146 crores and fulfilling all demands by such type of BLACKMAILING Central Railway and Commissioner of Railway Safety  have no right to drawn Red Signal. They Playing with emotions of public, as this project will save time and money of every individuals. If Commissioner of Railway Safety  is Clear the file and give Green Signal to the launching scheme on Central Railway Main line, without any further delay, SCLR  may be completed by 31 Oct 2013. Overall 80% Work is completed.

BURNT FILES STILL NOT RECREATED AT MANTRALAYA



In one of the best examples of how slow the various departments of Mantralaya works, the files that were burnt almost six months back in the raging Mantralaya fire are still not ready.



If the reply to the Right to Information (RTI) given to me is to be relied then in the Mantralaya fire 63,349 files were destroyed, but till date only 6,339 files have been recreated by the various departments, which is only 10%.



“It’s a worst example of government offices. Their attitude to deal important issues is clearly shown by the state government. Now the government officials from the various departments are ignoring CM’s order just like they do with the common man,”


The three departments that suffered maximum damage in terms of loss of files are home, industries, energy and labour department and general administration. Home lost 11,065 files in the blaze, similarly, industries, energy and labour department’s 12,454 files had got charred. Whereas, records in 19,719 files of GAD needs to be recreated.



However, as per the reply to the RTI application, not a single file has been recreated by home department. Industry, energy and labour department has managed to make only 31 of its burnt records. While, GAD now has restored 717 of its 19,719 lost files.



Chief minister headed transport department too hasn’t recreated a single file, in all 4,120 files of this department had got burnt.



State housing department had suffered loss of 229 files, of which 157 are now ready. Similarly, 104 files of the law and judiciary department out of 133 lost files have been remade.
