मंत्रालयात सामान्य नागरिकांना केव्हा प्रवेश देणार?

मंत्रालयात सामान्य नागरिकांना आजही प्रवेश दिला जात नसून प्रवेशद्वारावरुन परतवून लावले जात आहे.बमंत्रालयात सामान्य नागरिकांना केव्हा प्रवेश देणार? असा सवाल करत आरटीआय कार्यकर्ते अनिल गलगली यांनी मुख्यमंत्री उद्धव ठाकरे यांस प्रवेश देण्याची विनंती केली आहे. 

आरटीआय कार्यकर्ते अनिल गलगली यांनी मुख्यमंत्री उद्धव ठाकरे, मुख्य सचिव संजय कुमार, विशेष गृह सचिव अमिताभ गुप्ता यांस पत्र पाठवून निवेदन केले आहे की कोव्हीड काळात मंत्रालयात अधिकारी-कर्मचारी वृंद नसल्याने प्रवेश दिला जात नव्हता. आता परिस्थिती वेगळी असून मंत्रालयात उपस्थिती बंधनकारक आहे. परंतु सामान्य नागरिकांना विविध बाबीची तक्रार किंवा अन्य पत्रव्यवहारासाठी मंत्रालयात प्रवेश दिला जात नाही. प्रवेश द्वारावर विभागात पत्र घेण्यासाठी कोणी कर्मचारी नसल्याची सबब पुढे केली जाते प्रत्यक्षात सर्व विभागात कामकाज सुरु आहे. 

गलगली पुढे म्हणतात की कोव्हीडच्या पाश्वभूमीवर सरसकट प्रवेश दिला जात नाही, ही बाब योग्य आहे पण ज्या नागरिकांना पत्र देऊन सही व शिक्का घ्यायचा आहे त्याची खातरजमा करत प्रवेश देण्याची आवश्यकता आहे. तरी याबाबतीत संबंधितांना मंत्रालयात सामान्य नागरिकांना पत्र रजिस्ट्रार विभागात नोंदणी करण्यासाठी प्रवेश देण्याबाबत सूचना जारी करण्यात याव्यात, अशी मागणी गलगली यांची आहे.

आम नागरिकों को मंत्रालय में प्रवेश करने की अनुमति कब होगी?

 भी आम नागरिकों को मंत्रालय में प्रवेश नहीं दिया जा रहा है, उन्हें प्रवेश से दूर रखा जा रहा है। आम नागरिकों को मंत्रालय में प्रवेश कब दिया जाएगा? यह सवाल पूछते हुए, आरटीआई कार्यकर्ता अनिल गलगली ने प्रवेश के लिए मुख्यमंत्री उद्धव ठाकरे से अनुरोध किया है।

आरटीआई कार्यकर्ता अनिल गलगली ने मुख्यमंत्री उद्धव ठाकरे, मुख्य सचिव संजय कुमार और विशेष गृह सचिव अमिताभ गुप्ता को एक पत्र भेजा है जिसमें कहा गया है कि कोविड के समय में कर्मचारियों की कमी के कारण मंत्रालय में प्रवेश नहीं दिया गया था। अब स्थिति अलग है और मंत्रालय में उपस्थिति अनिवार्य है। लेकिन आम नागरिकों को शिकायतों या अन्य पत्राचार के लिए मंत्रालय में प्रवेश करने की अनुमति नहीं है। प्रवेश द्वार पर कारण दिया गया है कि पत्र लेने के लिए विभाग में कोई कर्मचारी नहीं है। वास्तव में, सभी विभाग काम कर रहे हैं।

गलगली आगे कहते हैं कि कोविड के मद्देनजर प्रवेश बिल्कुल भी स्वीकार्य नहीं था, जो एक अच्छी बात है, लेकिन जो नागरिक हस्ताक्षर और मुहर करना चाहते हैं और पत्र को जमा करना चाहते है उन्हें प्रवेश देने की आवश्यकता है। अनिल गलगली की मांग है कि मंत्रालय संबंधित विभाग को रजिस्ट्रार ऑफ लेटर्स के साथ पंजीकरण करने की अनुमति देने के निर्देश जारी करे।

Asking this question, RTI activist Anil Galgali has requested Chief Minister Uddhav Thackeray for allowed to entry in Mantralaya.

RTI activist Anil Galgali has sent a letter to Chief Minister Uddhav Thackeray, Chief Secretary Sanjay Kumar and Special Home Secretary Amitabh Gupta stating that entry was not granted in the Mantralaya due to lack of staff during the Covid period. Now the situation is different and presences in the Mantralaya is mandatory. But ordinary citizens are not allowed to enter the Mantralaya for complaints or other correspondence. The reason given at the entrance is that there is no staff in the department to take the letter. In fact, all the departments are working.

Galgali further said that entry is not allowed on the basis of Covid's background, which is a good thing, but the citizens who want to sign and stamp the letter need to be admitted. However, Galgali demanded that the Government should issue instructions to the concerned and directed to allow the citizens to register with the Registrar of Letters.

MMRDA ने प्रक्रिया का पालन किए बिना बालासाहेब ठाकरे स्मारक के लिए एक आर्किटेक्ट नियुक्त किया

एमएमआरडीए प्रशासन ने दिवंगत बालासाहेब ठाकरे की स्मृति को संरक्षित करने के लिए महापौर के बंगले पर नियोजित स्मारक को बनाने के लिए एक आर्किटेक्ट को प्रक्रिया का पालन किए बिना ही नियुक्त किया हैं। बालासाहेब ठाकरे स्मारक द्वारा टेंडर भी जारी किया गया और आर्किटेक्ट की नियुक्ति की जानकारी आरटीआई कार्यकर्ता अनिल गलगली को एमएमआरडीए प्रशासन ने दी हैं। राज्यपाल और मुख्यमंत्री से अनिल गलगली ने शिकायत करते हुए मामले की जांच और एमएमआरडीए के अधिकारियों की जिमेदारी तय कर कार्रवाई करने की मांग की हैं।

आरटीआई कार्यकर्ता अनिल गलगली ने एमएमआरडीए प्रशासन से दिवंगत बाला साहेब ठाकरे स्मारक के बारे में विभिन्न जानकारी मांगी थी। एमएमआरडीए प्रशासन ने अनिल गलगली को प्रदान किए गए 94 पन्ने वाले दस्तावेजों में अवैध नियुक्ति की जानकारी का खुलासा हुआ है। ठाकरे स्मारक ने एक टेंडर सूचना जारी की और एक विशिष्ट आर्किटेक्ट को नियुक्त करने का निर्देश एमएमआरडीए को दिया। जैसे ही पर्यावरण मंत्री आदित्य ठाकरे को स्मारक के अध्यक्ष के रूप में नियुक्त किया गया, उन्होंने 14 मई, 2020 को एक बैठक की। इस बैठक में आर्किटेक्ट और परियोजना सलाहकार का चयन किया गया। 8 जून, 2020 को, सुभाष देसाई, जो सदस्य सचिव हैं, ने मेट्रोपोलिटन कमिश्नर आरए राजीव को सूचित किया कि टेंडर जी प्रक्रिया को पूरा करने और विशेष विशेषज्ञ समिति के सामने एक प्रस्तुति देने के बाद, विशेषज्ञ समिति ने आर्किटेक्ट और प्रोजेक्ट कंसल्टेंट के पद के लिए आभा नारायण लांबा एसोसिएट की सिफारिश की। इस नियुक्ति को बालासाहेब ठाकरे राष्ट्रीय स्मारक समिति को मंजूर है। देसाई ने आगे कहा कि आर्किटेक्ट और प्रोजेक्ट कंसल्टेंट के रूप में नियुक्ति की प्रक्रिया पूरी की जानी चाहिए और उनका व्यावसायिक भुगतान  MMRDA के प्रचलित नियमों और दरों के अनुसार किया जाना चाहिए।

राज्यपाल और मुख्यमंत्री को लिखे पत्र में अनिल गलगली ने कहा हैं कि MMRDA प्रशासन ने वर्तमान में MMRDA की सार्वजनिक परियोजनाओं में उपलब्ध प्रक्रिया को दरकिनार कर दिया है और ठाकरे स्मारक के निर्देशों को प्रमुख माना है। मुख्य सतर्कता आयोग के नियमों पर गौर फ़रमाया जाता हैं तो MMRDA प्रशासन ने अप्रत्यक्ष रूप से आर्किटेक्ट प्रतियोगिता के साथ-साथ काउंसिल ऑफ आर्किटेक्ट  के दिशानिर्देशों की अनदेखी करके ठाकरे स्मारक समिति के दबाव के आगे झुक गई है। 

गलगली ने आगे कहा कि अब तक, चाहे वह छत्रपति शिवाजी महाराज परियोजना हो या भारत रत्न डॉ बाबासाहेब अंबेडकर स्मारक, किसी भी स्मारक समिति ने परियोजना के लिए कोई टेंडर जारी नहीं किया जबकि ठाकरे स्मारक द्वारा एक नई और गलत नींव रखी जा रही है। अनिल गलगली ने आशा व्यक्त की कि एमएमआरडीए को किसी भी परियोजना को पुरस्कृत करते समय सख्त प्रक्रियाओं का पालन करना चाहिए। साथ ही सीवीसी के दिशानिर्देशों के अनुसार आर्किटेक्ट और सलाहकारों को प्रोजेक्ट बहाल करने के लिए वित्त मंत्रालय के दिशानिर्देशों का पालन करना चाहिए।

बाळासाहेब ठाकरे स्मारकासाठी प्रक्रिया न राबविता एमएमआरडीएने नेमला आर्किटेक्ट

स्वर्गीय बाळासाहेब ठाकरे यांच्या स्मृती जतन करण्यासाठी महापौर बंगल्यात नियोजित स्मारकासाठी कोणत्याही प्रकारची प्रक्रिया न राबविता एमएमआरडीए प्रशासनाने आर्किटेक्टची नेमणूक केली आहे. उलट ठाकरे स्मारकातर्फे निविदा काढण्यात आल्या आणि आर्किटेक्ट नेमल्याची धक्कादायक माहिती आरटीआय कार्यकर्ते अनिल गलगली यांस एमएमआरडीए प्रशासनाने दिली आहे. 

आरटीआय कार्यकर्ते अनिल गलगली यांनी एमएमआरडीए प्रशासनाकडे स्वर्गीय बाळासाहेब ठाकरे स्मारकाची विविध माहिती मागितली होती. एमएमआरडीए प्रशासनाने अनिल गलगली यांस उपलब्ध करुन दिलेल्या 94 पानाच्या कागदपत्रात नियमबाह्य नेमणुक केली असल्याची माहिती समोर येत आहे. ठाकरे स्मारकाने टेंडर नोटीस जारी करत विशिष्ट आर्किटेक्टची नेमणुक करण्याची निर्देश दिलेत. स्मारकाचे अध्यक्षपदी पर्यावरण मंत्री आदित्य ठाकरे यांनी नेमणुक होताच त्यांनी 14 मे 2020 रोजी बैठक घेत आर्किटेक्ट आणि प्रकल्प सल्लागाराची निवड केली. 8 जून 2020 रोजी सदस्य सचिव असलेल्या सुभाष देसाई यांनी महानगर आयुक्त आर ए राजीव यांस कळविले की निविदा प्रक्रिया पूर्ण करुन तसेच विशेष तज्ञ समितीपुढे सादरीकरण केल्यानंतर तज्ञ समितीनी शिफारस केल्यानुसार आभा नरीन लांबा असोसिएट यांची आर्किटेक्ट आणि प्रकल्प सल्लागार या पदासाठी शिफारस केली असून, ती बाळासाहेब ठाकरे राष्ट्रीय स्मारक समितीने मान्य केली आहे. देसाई पुढे असेही म्हणतात की आर्किटेक्ट आणि प्रकल्प सल्लागार पदी नेमणुक करण्यासंबंधीची कार्यवाही पूर्ण करण्यात यावी तसेच त्यांची व्यावसायिक देयके एमएमआरडीएच्या प्रचलित नियमानुसार आणि दरानुसार देण्यात यावी.

राज्यपाल आणि मुख्यमंत्री यांस पाठविलेल्या पत्रात अनिल गलगली म्हणाले की सद्यस्थितीत एमएमआरडीएच्या सार्वजनिक प्रकल्पात उपलब्ध असलेल्या प्रक्रियेला एमएमआरडीए प्रशासनाने बगल दिली आणि ठाकरे स्मारकाचे निर्देश शिरसावंद्य मानले. मुख्य दक्षता आयोगानुसार आर्किटेक्ट स्पर्धा तसेच आर्किटेक्ट कौन्सिलच्या मार्गदर्शक तत्वांना एमएमआरडीए प्रशासनाने बगल देत अप्रत्यक्षपणे दबावातंत्राला बळी पडलेली आहे. 

आतापर्यंत छत्रपती शिवाजी महाराज प्रकल्प असो किंवा भारतरत्न डॉ बाबासाहेब आंबेडकर स्मारक असो, या प्रकल्पात स्मारकातर्फे निविदा जारी केल्या नसून ठाकरे स्मारकात नवीन आणि चुकीचा पायंडा घातला जात असल्याची खंत गलगली यांनी व्यक्त केली आहे. एमएमआरडीएने कोणताही प्रकल्प देताना कठोर प्रक्रिया राबविली पाहिजे तसेच सीव्हीसीच्या मार्गदर्शक सूचनांनुसार सल्लागारांना प्रकल्प मंजूर करण्यासाठी वित्त मंत्रालयाच्या मार्गदर्शक सूचना पाळल्या गेल्या पाहिजेत, अशी अपेक्षा अनिल गलगली यांनी व्यक्त केली.

MMRDA succumbs under pressure, approves appointment of the architect for Balasaheb Thackeray memorial Without Procedure

In a shocking development, Mumbai Metropolitan Region Development Authority (MMRDA) has approved the appointment of the architect for the construction of memorial of late  Balasaheb Thackeray at Shivaji Park in Dadar. This the first time, when MMRDA being a nodal agency for the project, has given up its rights and accepted the appointment blindly, which in the first place was the duty of MMRDA. This revelation has come to fore after noted RTI activist Anil Galgali filed a query with MMRDA. 

RTI activist Anil Galgali had sought to know about various developments taking place to build memorial of late Bala Saheb Thackeray Memorial MMRDA. The MMRDA administration provided 94 pages documents which were in direct contravention of the standard procedure. 

According to reply, Thackeray Memorial had issued a tender notice directing MMRDA to appoint a distinguished architect. As soon as Environment Minister Aditya Thackeray was appointed as the Chairman of the Memorial, he held a meeting on May 14, 2020. Architects and project advisors were selected in the meeting. 

On June 8, 2020, Member Secretary Subhash Desai informed Metropolitan Commissioner R A Rajiv that after completing the tendering process and giving a presentation before the Special Expert Committee, the Expert Committee recommended Abha Narayan Lamba Associate for the post of Architect and Project Consultant. 

It further added that the appointment has also been approved by Balasaheb Thackeray National Memorial Committee. Desai further said that the process of appointment as architect and project consultant should be completed and their commercial payments should be made as per the prevailing rules and rates of MMRDA. 

According to Galgali, MMRDA being the nodal agency for the project, should have appointed the consultant and the architect. But in this case, a private trust did all the without inviting any tender, and the nodal agency MMRDA okayed it with blind eyes. Galgali pointed out that how can MMRDA be so blind when matter comes to use the common taxpayers money. 

Galgali has found this in sheer contravention of the prescribed rule and has filed a complaint with the Governor and the Chief Minister demanding an inquiry into the case and to nail the responsible of the MMRDA officers and demanded action. 

In a letter to the governor and chief minister, Anil Galgali has said that the MMRDA administration has bypassed the standard procedure in executing the public projects and has considered the directions of the Thackeray memorial as binding. 

 

Considering the rules of the Chief Vigilance Commission, the MMRDA administration has indirectly succumbed to the pressure of the Thackeray Memorial Committee by ignoring the Architects' Competition as well as the Council of Architects' Guidelines. 

Galgali further said that so far, whether it is Chhatrapati Shivaji Maharaj project or Bharat Ratna Dr. Babasaheb Ambedkar Memorial, no such committee has issued any tender for the project while in this case a vary wrong precedence has been set just because MMRDA has failed to realize it's power due to inept leadership. 

Anil Galgali demanded that MMRDA should follow strict procedures while awarding any project. Also, as per CVC guidelines, architects and advisors should adhere to the guidelines of the Ministry of Finance.

BMC gets only Rs 86 crore to fight Covid-19

Despite the fact that Mumbai tops in the list of highest number of novel coronavirus infected city in the country, neither government nor the donors have come out to rescue the city in terms of providing financial assistance from their behalf. It can be a startling fact to anyone that Mumbai civic body has receive the fund of only Rs. 86 crore in 4 months to fight deadly pandemic. The highest share (84 per cent) of the fund has come from Mumbai city collector itself. This fact has been unleashed through an RTI query by RTI Activist Anil Galgali. 

RTI Activist Anil Galgali had sought information from Mumbai civic body to inform about the funds received under Covid 19 arrangements. The chief accountant's office of the Finance Department of MCGM replied Anil Galgali about 5 types of funds received. 

According to the reply, in the last 4 months Mumbai civic body received a total of Rs 86.05 crore to deal with deadly Covid-19 outbreak. Interestingly, the Mumbai city collector has given Rs 72.45 crore in this fund. It is the largest amount ie 84 per cent of the total funds received. After that, Rs 11.45 crore was given by the Mumbai Suburban Collector. 

While the Ministry of Textiles contributed Rs 50 lakh into the coffer, only Rs 35.32 lakh were contributed by the individuals and other private entities. Moreover, only 7 MLAs have come forward to help BMC who collectively contributed only Rs 1.29 crore. 

Reacting over this apathetic contributions, Anil Galgali said that this fund is negligible as BMC has so far spent more than 700 crore to fight Covid-19 pandemic. "Neither Central government has helped accordingly nor Mumbai civic body has received any financial assistance from the Chief Minister's Relief Fund itself," he said adding that this proves that country's largest city has been left alone to fight its battle. 

Anil Galgali also said that even BMC Commissioner, Mayor, IAS officers and other civic servants have not taken any initiative to raise money for Covid-19 and this could also be a reason why city has received financial assistance from anyone.
