BMC OSD/ Consultant appointment discontinued from 1 June 2015

After a shocking revelation made by RTI Activist Anil Galgali, In the various offices and departments of the Brihanmumbai Municipal Corporation (BMC), as many as 40 Officers on Special Duty (OSD) as well as Consultants have been appointed n Contractual Basis in the last 5 years, and a whopping sum of Rs. 1.70 crores have been spent on them as fees for their services. Bmc Commissioner Ajoy Metha has decided to discontinued OSD /Consultant Services from 1 June 2015. RTI Activists Anil Galgali had sought information from the BMC Commissioner office of such appointments of such consultants and OSDs. BMC provided Anil Galgali with a list of 40 officers who have been deputed and retained by the BMC from 1st January 2010 till the 28th February, 2015. . In all, BMC has spurlged a whopping 1.70 crores for taking care of these Retired Employees in these 5 years. After Anil Galgali expose this malpractice and demand to review there work, Bmc Commissioner Ajoy Mehta issue a circular Dated 27 May 2015 to discontinued all OSD/ Consultant from 1 June 2015. The circular clearly stated that if any one appointment sanction by even bmc Commissioner, also be discontinued. Circular strictly instructed that in future no new proposal should not submit and if any OSD / Consultant without discontinued found working then its was responsibility of Head of the Department and Assistant Municipal Commissioner. Anil Galgali who follow-up OSD/ Consultant issue with Govt and Bmc level, say thanks to Ajoy Mehta for his bold decision. Galgali stated that its was help to increase self confidence in other staff who was neglected promotion and other responsibility by appointment this retired staff as a OSD /Consultant # TOP 10 Lakhpatis ...Thank you Commissioner! Nearly 40 Officers have made merry in the last 5 years, thanks to special efforts taken by the then BMC commissioner. The Commissioner did not take the government in confidence, had it done that, it would have been a cakewalk as it is seen, claim sources. The monies earned by these OSDs cum Consultants will definitely raise some eyebrows. NH Kusoor 29.50 lakhs, SS Palav 13.10 lakhs, Sneha Khandekar 10.47 lakhs, PV Kulkarni 9.87 lakhs, SD Khandare 9 lakhs, Shashikant Shinde 7.20 lakhs, Govind Rathod 6 lakhs, Uday Mande 5.71 lakhs and Babasaheb Pawar has managed to earn 5.37 lakhs. # All rules were flouted!!! The BMC Commissioner has not sought any permission from the Government, and did make sure that these 40 officers make merry. The worst is Commissioners office has agreed to not take any permission, but has taken support of various Notices and Orders to ensure these officers are on board, in the RTI. In a special order passed by the Court in the Dr jagganath Dhone v/s Government of Maharashtra, on the 14th January, 2010, the Court had directed to make such appointments but only after getting the necessary permission from the Government. The earlier Government on learning such Contractual appointments had sent home An Officer named Khobragade aged 68, who was appointment by now CIC Ratnakar Gaikwad then. After Anil Galgali follow up and Complaint to CM Devendra Fadnavis along with Chief Secretary Swadhin Kshatriya and BMC chief Ajoy Mehta, Mr Mehta quickly took decision and discontinued all type of OSD/ Consultant service from Bmc who was enjoy after retirement.
