53% Fast Track court's off track, PM Modi's announcement is all soda no fizz.

Mumbai- PM Narendra Modi had announced Fast track courts for trial of corrupt neta's to curb corruption and ensure fast conviction of neta's, but it seems the announcement was another 'jumla' as the PMO & the Law Ministry has denied issuing any orders for constituting of Fast Track courts, also the data provided to RTI Activists Anil Galgali has revealed that almost 53% of fast track courts constituted before since past 15 years have closed down. In the current circumstances Bihar tops the list of states with 179 functional fast track courts, Maharashtra comes second with 92 fast track courts. Only Delhi & Kerala has reversed the trend, with Delhi adding 10 new fast track courts and Kerala adding 1 new taking its total to 38 courts, expressing its intent to ensure fast trial of cases. On the contrary Modi's Gujrat has also closed down 63 fast track courts. RTI Activist Anil Galgali had vide an RTI query sought from the PMO the copy of the announcements by PM Modi, to constitute fast track courts to conduct fast trials in cases of corruption involving politicians, Anil Galgali also sought the relevant orders issued for the process. The Under Secretary of the Law Ministry Mr P P Gupta did not provide an accurate information hence Galgali filed an appeal with the Law Ministry. In his order on the appeal, Prashant Kumar Ponugoti, Director in Law Dept of the Govt of India, clarified that the PMO has not issued any orders with regard to the announcements and also the responsibility of constitution of the fast track courts lies with the respective state govts. Galgali was instead provided with a data containing information about fast track courts constituted in year 2000 in 29 various states, and also how many, out of them are still functional. In all 1734 fast track courts were given approval all over the country spanning 29 states, out of which 815 courts are functional as on date, Bihar tops the list of functional fast track courts with 179 courts, Maharashtra stands second with 92 courts, followed by Madhya Pradesh with 84, West Bengal 77, Andhra Pradesh 72. In Gujrat, of the 15 years that Modi was CM, 166 fast track courts functioned for just 5 years, after that 105 fast track courts were shut down, with just 61 in functional state since then. In MP 84 out of 85 are functional, In Maharashtra 92 out of 187 are functional, In Andhra Pradesh 72 out 86 are functional, In Bihar 179 out of 183 are functional, In Chattisgarh 21 out of 31 are functional, In Haryana 6 out of 36 are functional, In J&K 5 out of 12, Jharkhand 11 out of 89, Karnataka 39 out of 93, Manipur 2 out of 3, Nagaland 2 out of 3, Odissa 30 out of 72, Punjab 20 out of 29, Sikkim 1 out of 3, Tamil Nadu 32 out of 49, Tripura 2 out of 3, West Bengal 77 out of 152 are functional. In a letter addressed to PM Narendra Modi, Anil Galgali has demanded action on the states who have closed down the fast track courts which is of extreme neccesity to break the nexus of culprits and corrupt politicians. Galgali further demanded that the Central Govt call a meeting of CM's & CS of all states and instruct them to start fast track courts at the earliest. # Completely closed 242 in Uttar Pradesh, 83 in Rajasthan, 45 in Uttarakhand, 9 in Himachal Pradesh and 5 in Arunachal Pradesh were fully closed down , with not a single fast track courts functional in these states. # Completely functional Assam with 20, Goa with 5, Mizoram with 3 and Meghalaya with 3 fast track courts are fully functional as on date, have set an example as on date.
