Allocation Scheme for Sewing Machines, Bell Machines and Masala Kandap Machine
Demand to make the information about the criteria for determining the beneficiaries public
The scheme of distribution of sewing machine, doorbell machine and masala kandap machine by Mumbai Municipal Corporation is incomprehensible and clearly wrong and needs to be given priority to civil service work. RTI activist Anil Galgali has requested the municipal commissioner to make public the information about the criteria for determining the beneficiaries in such an allocation scheme.
In a letter sent to the Chief Minister along with the Municipal Commissioner, Anil Galgali has informed that the scheme for distribution of sewing machine, bell machine and masala kandap machine is being launched at Somayya Maidan Chunabhatti. Now when the municipality is expected to spend the budget on civic amenities, it is incomprehensible and plain wrong for the municipality to spend the tax money of the public on other activities. Otherwise the possibility of the budget being used for personal work in future cannot be ruled out. Galgali further says that there is stinginess in funding for health, education, sports. Since the last 7 years, the municipality has not constructed night shelters. At a time when it is said that there is not 400 crore for the maintenance and protection of open spaces in Mumbai. It's the responsibility of the commissioner to protect the various basic services - facilities such as water supply, roads, rainwater channels, sewage in Mumbai and to effectively deliver various services to the citizens. Now the commissioner and his colleagues Do they need to be taught the Mumbai Municipal Corporation Act, 1888?
Anil Galgali has raised the following doubts about such an allotment scheme.
1) The criteria for determining the beneficiaries should be made public. It should contain name, ward office and other information.
2) Information about annual income and eligibility criteria should be made public.
3) The information about the total amount of money spent on the distribution scheme and the organization of the program should be made public.
4) If tenders are issued, the information thereof should be made public. In this regard, if advertisement is given before allotment, its information should be made public.
5) The name of the item, price per unit, total number and total amount should be made public while informing the tender process and the tenderer.
6) While giving information about the rules of the municipality which have made it possible to distribute such items, the rules, resolution number and the approval given by the Cabinet should be made public.
