Mumbai DP mess is a creation of BMC's own inaction.

The mess and mistakes that were eventually found out during the making of the Mumbai DP was creation of BMC's own inaction. Though resolutions passed, neither the post created nor appointed inspite of lapse of almost 31 months and BMC short of staff by 33%. Its revealed in a RTI query filed RTI Activist Anil Galgali. Anil Galgali had sought information via RTI in regard to the information on posts of Deputy Commissioner, Planning Officer and Deputy City Planner under the Mumbai city Development Plan (DP). In their reply, MCGM Deputy City Planners office said Deputy Commissioner (City Planning) Chief Town Planner (Planning) Chief Town Planner (Strategic Planning) , Deputy Chief Planner (Development planning) Deputy Chief Town Planner (Transport) , Deputy Chief Town Planner (locality planning), Deputy Chief Town Planner (Environment), Deputy Chief Town Planner (Local Economic Development), Deputy Chief Town Planner ( Home & Real Property ) posts were created BMC resolution no 95 dated 06/05/ 2013 and BMC resolution number 34 dated 09/04/2013 had empowered for creation of above said posts. But none of the above posts were filled. BMC had appointed Dinesh Naik as town planner keeping in mind Mumbai DP for 2014-34. But before this, in 2009 Balachandran Ramakrishnan's name was proposed and Ramakrishnan had played a dual role of Town Planner along with Chief engineer at that time. MCGM fail to utilize Balachandran as Town Planner and instead of DP work, gave him additional charge of Chief Engineer. Anil Galgali says that if it was decided to fill proposed 9 posts for the preparation of ambitious Mumbai DP 2014-34 just because of the carelessness of the administration none of the posts were created nor any one appointed. Then after having the resolution passed for Mumbai DP, why was it necessary for the administration to appoint retired civil Officers? Anil Galgali has written about this to the CM Devendra Fadnavis and BMC Chief Ajoy Mehta demanding them for creation of Independent Directorate (City Planning). Also, Galgali has asked for immediate implementation of the resolution so that Mumbai DP can be created without any more hassles and confusion. MCGM provide a list of 67 Staff to Anil Galgali. 22 out of 67 staff are transfer or send to there original department by MCGM. So there was short of 33% staff and its effects on Mumbai DP work. So its clear that DP mess is a creation of BMC's own inaction, said Galgali
