State's Sahyadri Guest House used for hosting Cooking compitition

Though there exists a detailed GR detailing the program that can be hosted at the Maharashtra Govts Sahyadri Guest House, instances of misuse has surfaces. IAS Wives Association headed by Mrs Tanuja Mallik, wife of Chief Secretary Sumit Mallik has held the Cooking compitition at the Sahyadri Guest House. As per the information provided by the Maharashtra govt to RTI Activist Anil Galgali, it seems that the Protocol Department has indulged in abject surrender before the wishes of the IAS officer wives.

RTI Activist Anil Galgali had sought information from the government, regarding the rules and regulations of the usage of the state owned Sahyadri Guest House and also details of the programme conducted there in the past three years. The GAD's Protocol Department provided Galgali with details of usage in the past 6 months. During the period of 1st March 2017 to 17th July 2017 the guest house was reserved for 139 occasions and a revenue of Rs 28,83,197 was generated as Rental charges. In these 6 months the IAS Wives Association reserved the guest house 4 times and a rent of Rs 6150 was charged to them. On 9 March 2017 the guest house was reserved for the occasion of the handover of the Presidentship from Mrs Kshatriya to Mrs Mallik, and on 8th July 2017 the same guest house was reserved for holding the Cooking compitition. Apart from the above the reservation for dates 2n
18th April and 20th May were also purposes beyond the scope of allotted purposes. Similarly on 14th June BJP MLA Raj Purohit had made reservations, and Joint Secretary Lata Nandkumar too made reservations on 22nd June 2017 without mentioning the purpose of reservation on the telephonic instructions from Dy Secretary Bhoge. As per the GR Dr 24th July 2015, the Sahyadri Guest House can be reserved for Meeting, Workshops, and Press Conferences headed by Either The Chief Minister, Dy Chief Minister, Minister's, Minister of State, Chief Secretary, Addl Chief Secretary, Principal Secretary, Secretary or Officer of similar status. Inspite of the clear GR the reservation were made for the IAS officer wives Association violating the rules of allotment, stated Galgali. Galgali further stated that, the government which rues holding public hearings at the Sahyadri Guest House, is allotting it for private use.

Sanjay Kumar, Addl Chief Secretary was adjudged the winner of the Cooking compitition held at the Sahyadri Guest House in violation of the norms. He won the compitition by making Paratha's within 2 hours. This declaration was made by Mrs Tanuja Mallik in the July month edition of a Magazine 'Harmony'.

In a letter addressed to CM Devendra Fadnavis, Anil Galgali has demanded that, action should be initiated against officers who cooperated in violating the norms and also commercial rent charges should be recovered from the IAS officer wives Association and MLA Raj Purohit. And rules be made that in future the rent be charged according to the type of program being booked for so that the government can generate additional revenue for usage of the Sahyadri Guest House.

15 वर्ष से अटका कुर्ला सबवे दिवाली के पूर्व शुरु होगा

बहुप्रतिक्षित कुर्ला पूर्व और पश्चिम को जोड़नेवाला ऐसा कुर्ला सबवेे का काम लगभग पूर्ण हुआ है औए दीवाली के पहले आम लोगों के लिए खुलेगा। मध्य रेलवे ने  3.84 करोड़ अबतक खर्च किया हैं वहीं मध्य रेलवे ने 2.11 करोड़ और मनपा 2.94 करोड़ ऐसे कुल मिलाकर  5.05 करोड़ खर्च किए हैं।

 

कुर्ला सबवेे का काम यह पिछले 15 वर्षो से प्रलंबित हैं। मनपा और मध्य रेलवे में आपसी समन्वय न होने के चलते काम अटक गया था। मनपा के मुख्य अभियंता एस ओ कोरी ने बताया कि कुर्ला सबवे की कुल लंबाई 129.90 मीटर, चौड़ाई 7.60 मीटर और उंचाई 2.60 मीटर इतनी हैं। मनपा ने सिर्फ पश्चिमी छोर का अप्रोच रोड़ का काम किया हैं जिसका कुल  खर्च रु. 2 करोड़ 94 लाख 88 हजार 383 हैं।  यह काम करने के लिए मे.जे.एल.कंस्ट्रक्शन कंपनी की नियुक्ती की गई हैं। काम शुरु करने की तारीख 15 फरवरी 2016 थी।  अबतक रेलवे प्रशासन ने रु. 3 करोड़ 84 लाख 43 हजार रकम खर्च की हैं।  सोलापूर की मेसर्स महेश रुपचंदाणी कंपनी ने दिनांक 21 अक्तूबर 2014 को काम शुरु किया था।  इसका काम मध्य और हार्बर रेलवे की पटरियों से तले हो रहा हैं।

अनिल गलगली के अनुसार करोड़ों का खर्च करने के बाद भी पिछले 15 वर्षों से कुर्ला सबवे शुरु नहीं हो पाया हैं। कुर्ला सबवे शुरु होते ही उसका लाभ हजारों पैदल चलनेवाले नागरिकों को तो होगा ही साथ ही में रेलवे की दुर्घटना की संख्या में गिरावट आने में मदद होगी, ऐसा विश्वास अनिल गलगली ने व्यक्त किया हैं।

कुर्ल्याचा सबवे चे काम हे गेल्या 14 वर्षापासून प्रलंबित आहे. पालिका आणि मध्य रेल्वेच्या समन्वयाच्या अभावी काम रखडलेले होते. आरटीआय कार्यकर्ते अनिल गलगली यांनी सतत केलेल्या पाठपुराव्यानंतर कुर्ला सबवे जवळपास पूर्ण झाला आहे. पालिकेचे मुख्य अभियंता एस ओ कोरी यांनी कळविले की सबवेची एकूण लांबी 129.90 मीटर, रुंदी 7.60 मीटर आणि उंची 2.60 मीटर इतकी आहे.  पालिकेने फक्त पश्चिमेकडील पोहोचमार्गाचे काम केले असून त्याचा एकूण खर्च रु. 2 कोटी 94 लाख 88 हजार 383 झाला आहे. हे काम करण्यासाठी मे.जे.एल.कंस्ट्रक्शन कंपनीची नेमणूक करण्यात आली होती. काम 15 फेब्रुवारी 2016 रोजी सुरु झाले असून कामाचा कालावधी 9 महिन्याचा (पावसाळा वगळून) होता. आतापर्यंत रेल्वेने रु. 3 कोटी 84 लाख 43 हजार रक्कम खर्च केले आहे.  सोलापूर येथील मेसर्स महेश रुपचंदाणी ने दिनांक 21 ऑक्टोबर 2014 रोजी काम सुरु झाले होते. सबवे चे काम मध्य आणि हार्बर रेल्वेच्या खालील भागात होत आहे.

अनिल गलगली यांच्या मते कोटयावधीचा खर्च करुनही गेल्या 15 वर्षापासून कुर्ला सबवे सुरु होऊ शकला नाही. कुर्ला सबवे सुरु होताच याचा लाभ हजारों पादचा-यांस होईल आणि रेल्वे दुर्घटनेत घट होण्यास मदत मिळेल, असा विश्वास अनिल गलगली यांनी व्यक्त केला.

RTI Activist Anil Galgali continue follow-up with this issue and now Kurla Subway work fully completed. This time Railway and Mumbai Municipal Corporation have teamed up to finish the indefinitely delayed Project, Entailing a fresh cost Rs 5.05 crores. On completion this subway will provide a much needed link between the East & West side to one of the busiest suburban thoroughfares in Mumbai.

M/s  Mahesh Roopchandani of Solapur have been awarded the contract of construction by the Railways. Central Railway is to provide an additional fund of Rs 2.11 crores for completion of the project. On 21 October 2014 work starts by Contractor.  Central Railway had earlier spent Rs 3.84 crores on 129.9 metre on construction of a tunnel running under Main and Harbour Railway lines. This 7.60 metre wide tunnel with a height of 2.6 metres was constructed years ago, lay incomplete.

BMC had been entrusted the responsibility of construction of approach road to the western side of Subway, which alone would cost Rs 2.94 crores. Work has already officially begun on February 2016 and almost completed, said S O Kori, Chief Engineer of MCGM.

"This uncompleted project had proved to be stupendous waste of resources, not put to use even after having spend Crores. I hope it will be completed now providing relief to common public, Also bringing down figures of deaths occurring during crossing of rail tracks", Galgali said.

मुंबई के किसानों की लिस्ट सरकार के पास नहीं

छ्त्रपती शिवाजी महाराज किसान सम्मान योजना अंतर्गत मुंबई शहर और मुंबई उपनगर स्थित किसानों की नाम के साथ वाली लिस्ट सरकार के रेकॉर्ड न होने का चौंकाने वाला क़बूलनामा महाराष्ट्र सरकार ने आरटीआई कार्यकर्ता अनिल गलगली को उपलब्ध कराई हुई जानकारी में किया हैं। मुंबई में 813 किसान होने की जानकारी मुख्यमंत्री देवेंद्र फडणवीस ने जाहीर करने के बाद सभी स्तर से आश्चर्य व्यक्त हुआ था। 

आरटीआई कार्यकर्ता अनिल गलगली ने महाराष्ट्र सरकार से छ्त्रपती शिवाजी महाराज किसान सम्मान योजना अंतर्गत मुंबई शहर और मुंबई उपनगर स्थित किसानों की नाम वाली लिस्ट मांगी थी।  महाराष्ट्र सरकार के सहकार मार्केटिंग और वस्त्रोद्योग विभाग के जन सूचना अधिकारी दि. म. राणे ने अनिल गलगली को बताया कि राज्यस्तरीय बँकर्स समिती से सरकार को जानकारी  प्राप्त थी। उसी के तहत मुंबई शहर में 694 किसानों के पास बकाया कर्ज रु 45.04 करोड़ और मुंबई उपनगर में 119 किसानों के पास बकाया  कर्ज रु 0.12 होने की जानकारी मोटे तौर पर बताई गई थी।  मुंबई शहर और मुंबई उपनगर स्थित किसानों की नाम वाली लिस्ट सरकार के रेकॉर्ड पर उपलब्ध नहीं हैं। यह जानकारी संबंधित बैंकों के पास उपलब्ध हैं।

राज्य सरकार ने किसानो की कर्जमाफी निर्णय लेने के बाद सभी किसानों की लिस्ट सार्वजनिक की थी। इसी दौरान मुंबई में किसान होने को लेकर उसे लेकर मुख्यमंत्री देवेंद्र फडणवीस ने सवाल करते हुए जांच कर कर्जमाफी देने का स्पष्टीकरण मुख्यमंत्री देवेंद्र फडणवीस ने किया था। अनिल गलगली के अनुसार सरकार के पास लिस्ट ही न होते हुए मोटे तौर पर उपलब्ध जानकारी मुख्यमंत्री को देना, यह प्रशासकीय कामकाज के नजरिए गंभीर मामला हैं।

छ्त्रपती शिवाजी महाराज शेतकरी सम्मान योजना अंतर्गत मुंबई शहर आणि मुंबई उपनगर येथील शेतकऱ्यांची नावासहित यादी शासनास्तरावरील अभिलेखात उपलब्ध नसल्याची धक्कादायक कबूली आरटीआय कार्यकर्ते अनिल गलगली यांस महाराष्ट्र शासनाने दिली आहे. मुंबईत 813 शेतकरी असल्याची आकडेवारी मुख्यमंत्री देवेंद्र फडणवीस यांनी जाहीर केल्यानंतर सर्वत्र आश्चर्य व्यक्त झाले होते.

राज्य सरकारने शेतकऱ्यांच्या कर्जमाफीचा निर्णय घेतल्यानंतर सर्व शेतकऱ्यांची यादी नुकतीच जाहीर करण्यात आली. दरम्यान, मुंबईत शेतकरी आहेत का, असा प्रश्न मलाही पडला होता. मी तसे अधिकाऱ्यांना विचारलेही. मात्र चौकशी करुनच कर्जमाफी दिली जाणार असल्याचे स्पष्टीकरण मुख्यमंत्री देवेंद्र फडणवीस यांनी दिले होते. अनिल गलगली यांच्या मते शासनास्तरावर यादीच नसतानाही ढोबळमानाने आलेल्या माहितीची शहानिशा न करता मुख्यमंत्र्यांस सादर करण्यात आली होती, ही बाब प्रशासकीय दृष्टीकोणातून फारच गंभीर आहे.

No records of the Mumbai Farmers with Govt

In a shocking information provided to RTI Activist Anil Galgali, the government has confirmed that it does not have records of the names of the Farmers covered under the Chattrapati Shivaji Maharaj Farmers Welfare scheme in Mumbai city and Mumbai suburbs. The declaration by CM Devendra Fadnavis that 813 farmers belonging to Mumbai were included in the Farmers loan waiver scheme had surprised everyone.

RTI Activist Anil Galgali had sought information from the government seeking details along with names of the Mumbai Farmers figuring as beneficiaries of the loan waiver scheme under the Chattrapati Shivaji Maharaj Farmers Welfare scheme. Shri D M Rane, Public Information Officer of the Maharashtra Govts, Cooperation, Marketing and Textiles department informed Galgali that, the govt receives information from the State level Bankers Committee and according to that information, 694 Farmers from Mumbai city have outstanding loans amounting to Rs 45.04 crores and 119 farmers from Mumbai Suburbs have a outstanding loans amounting to Rs 0.12 crores in the basis of assumption. The government does not have the list of farmers with their names and the list is with the bankers.

The State government which had announced the loan waiver scheme for farmers had recently released the list of names of the beneficiaries. I too had apprehension about the presence of farmers in Mumbai, hence I sought the information from the government. CM Devendra Fadnavis had announced and assured that the loan waiver will be given only after detailed inquiry and cross check. The government doesn't have any list on its records and without cross verification and due diligence by the authorities, CM Devendra Fadnavis was given the data on  assumption is a very serious lapse in the administration front, expressed Anil Galgali.
