धारावी पुनर्विकास परियोजना पर 31.27 करोड़ रुपए खर्च

धारावी का विकास होते होते थम सा गया है। लेकिन सरकार ने विभिन्न काम पर करोड़ों रुपये खर्च किए हैं। स्लम पुनर्वास प्राधिकरण ने आरटीआई कार्यकर्ता अनिल गलगली को सूचित किया है कि धारावी पुनर्विकास परियोजना पर पिछले 15 वर्षों में 31.27 करोड़ रुपये खर्च किए गए हैं।

आरटीआई कार्यकर्ता अनिल गलगली ने धारावी पुनर्विकास परियोजना पर किए गए खर्च के बारे में पूछताछ की थी। स्लम पुनर्वास प्राधिकरण ने अनिल गलगली को पिछले 15 वर्षों में किए गए खर्चों की एक सूची प्रदान की। इसमें 1 अप्रैल 2005 से 31 मार्च 2020 तक 15 वर्ष शामिल हैं। 1 अप्रैल 2005 से 31 मार्च 2020 तक धारावी पुनर्विकास परियोजना पर 31 करोड़ 27 लाख 66 हजार 148 रुपये खर्च किए गए हैं। पीएमसी चार्ज पर 15.85 करोड़ रुपये का खर्च दिखाया गया है। विज्ञापन और प्रसार पर 3.65 करोड़ रुपये खर्च किए गए। व्यावसायिक शुल्क और सर्वेक्षण पर 4.14 करोड़ रुपये खर्च किए गए हैं। कानूनी फीस पर 2.27 करोड़ रुपये खर्च किए गए हैं। 

धारावी पुनर्विकास परियोजना (DRP) का सरकारी संकल्प 4 फरवरी, 2004 को जारी किया गया था। अनिल गलगली ने अफसोस जताया कि पिछले 17 वर्षों में एक इंच का पुनर्विकास नहीं हुआ है और करोड़ों रुपये का नुकसान हुआ है। यदि सरकार निजी डेवलपर के बजाय धारावी को पुनर्विकास करती है, तो एक बड़ा हाउसिंग स्टॉक बन जाएगा और सरकार की तिजोरी भर जाएंगी, यह कहते हुए, अनिल गलगली ने मुख्यमंत्री उद्धव ठाकरे और गृह मंत्री डॉ जितेंद्र आव्हाड को एक पत्र भेजा है।

Rs 31.27 crore spent on Dharavi redevelopment project

Whether Dharavi was developed or not, the government has spent crores of rupees on various expenses. The Slum Rehabilitation Authority has informed RTI activist Anil Galgali that Rs 31.27 crore has been spent on the Dharavi redevelopment project in the last 15 years.

Anil Galgali, an RTI activist, had inquired about the expenditure incurred on the Dharavi redevelopment project. The Slum Rehabilitation Authority provided Anil Galgali with a list of expenses incurred in the last 15 years. It covers 15 years from 1 April 2005 to 31 March 2020. From 1st April 2005 to 31st March 2020, 31 crore 27 lakh 66 thousand 148 rupees have been spent on Dharavi Redevelopment Project. An expenditure of Rs 15.85 crore has been shown on PMC charges.An amount of Rs 3.65 crore was spent on advertising and dissemination. Rs 4.14 crore has been spent on business charges and surveys. Rs 2.27 crore has been spent on legal fees.

Government Resolution of Dharavi Redevelopment Project (DRP) was issued on February 4, 2004. Anil Galgali lamented that not an inch of redevelopment has taken place in the last 17 years and crores of rupees have been squandered. If the government redevelops Dharavi instead of a private developer, a large housing stock will be created. Anil Galgali has sent a letter to Chief Minister Uddhav Thackeray and Home Minister Dr Jitendra Awhad saying that the government's coffers will be filled and govt get benifit.

धारावीचा विकास होता होईना पण विविध प्रकारच्या खर्चावर शासनाने कोट्यवधी रुपये खर्च केले आहेत. मागील 15 वर्षात धारावी पुनर्विकास प्रकल्पावर 31.27 कोटी खर्च झाल्याची माहिती आरटीआय कार्यकर्ते अनिल गलगली यांस झोपडपट्टी पुनर्वसन प्राधिकरणाने दिली आहे.

आरटीआय कार्यकर्ते अनिल गलगली यांनी धारावी पुनर्विकास प्रकल्पावर आजमितीस झालेल्या खर्चाची माहिती विचारली होती. झोपडपट्टी पुनर्वसन प्राधिकरणाने अनिल गलगली यांस मागील 15 वर्षात करण्यात आलेल्या खर्चाची यादी दिली. 1 एप्रिल 2005 पासून 31मार्च 2020 अशी 15 वर्षाची खर्चाची माहिती त्यात आहे. 1 एप्रिल 2005 पासून 31 मार्च 2020 पर्यंत 31 कोटी 27 लाख 66 हजार 148 रूपये धारावी पुनर्विकास प्रकल्पावर खर्च करण्यात आले आहेत. पीएमसी शुल्कावर रु 15.85 कोटी खर्च दाखविण्यात आला आहे. यात जाहिराती आणि प्रसारावर रु 3.65 कोटी इतकी रक्कम खर्च करण्यात आली. व्यवसायिक शुल्क आणि सर्वेवर रु 4.14 कोटी खर्च झाले आहे. विधी शुल्कावर रु 2.27 कोटी खर्च करण्यात आले आहे. 

धारावी पुनर्विकास प्रकल्प (डीआरपी) चा शासन निर्णय 4 फेब्रुवारी 2004 रोजी जारी करण्यात आला. मागील 17 वर्षात एकही इंचाचा पुनर्विकास झाला नसून कोटयावधी रुपयांचा चुराडा करण्यात आल्याची खंत अनिल गलगली यांनी व्यक्त केली. खाजगी विकासकाऐवजी शासनाने धारावीचा पुनर्विकास केला तर मोठ्या प्रमाणात गृहनिर्माण साठा निर्माण होईल आणि शासनाची तिजोरी भरेल, असे सांगत अनिल गलगली यांनी मुख्यमंत्री उद्धव ठाकरे, गृह निर्माण मंत्री डॉ जितेंद्र आव्हाड यांस पत्र पाठविले आहे.

Central Railway fails to recover hoardings fines

Central Railway allows for installation of hoardings in the railway premises but in case of additional space in violation of permission, it imposes fine and recover it from the contractors. But the central railway has failed to recover 100 per cent penalty from M/s laqshya Media Limited, a violator of the terms and conditions and this has been disclosed by an RTI query filed by activist Anil Galgali. RTI says that out of Rs 1.91 crore, only Rs 78.24 lakh has been recovered so far and Rs 1.13 crore is still outstanding. 

RTI activist had sought information from Central Railway about the hoardings companies using more space than the allotted space, action taken and penalty levied in the last 5 years. Senior divisional commercial manager of Central Railway (Mumbai Division) Gaurav Jha informed Anil Galgali that M/s laqshya Media Limited was found to be using more space during the year 2019-20.  

The said firm was allotted 27600 sq ft of space under the agreement but it was found using 2000 sq ft more space in addition to the distributed space. A fine of Rs 1.91 crore was imposed in the case. M/s laqshya Media Limited has paid only Rs 78.24 lakh and yet to pay Rs 1.13 crore. The railways argue that M/s laqshya Media Limited company has a security deposit of Rs 5.75 crore on the same contract and a security deposit of Rs 65.73 lakh is deposited with Byculla ROB.

On the question of blacklisting m/s laqshya Media Limited Company, Central Railway claims that there is no provision for blacklisting on use of more space as per tender, only fines can be imposed in such cases. 

Anil Galgali pointed out that this is not only a matter in this case, but it is very rampant and the number of such cases of violation and outstanding fine can be voluminous. He also advised that it is necessary to blacklist such fraudulent firms by registering an FIR against them, but on the contrary railways try to save their skin. Otherwise, it should levy 100 per cent penalty and recover it. 

Writing to Railway Minister Piyush Goyal, Railway Board Chairman Vinod Yadav, General Manager of Central Railway Sanjeev Mittal, Anil Galgali has demanded action against the railway officials who have not taken strict action into the matter and blacklist such fraudulent firms by registering an FIR against them.

होर्डिंग्स का जुर्माना वसूलने में मध्य रेलवे फेल

रेलवे परिसर में होर्डिंग्स लगाने के लिए मध्य रेलवे अनुमति देता है लेकिन अनुमति का उल्लंघन कर अतिरिक्त जगह व्याप्त करने के मामले में मेसर्स लक्ष्य मीडिया लिमिटेड से शत प्रतिशत जुर्माना वसूलने में मध्य रेलवे फेल होने की जानकारी आरटीआई कार्यकर्ता अनिल गलगली को भेजे हुए जबाब से स्पष्ट हो रहा है। कुल जुर्माना 1.91 करोड़ रुपए  में से 78.24 लाख रुपए वसूले गए है और 1.13 करोड़ रुपए अब भी बकाया है। 

आरटीआई कार्यकर्ता अनिल गलगली ने मध्य रेलवे से जानकारी मांगी थी कि गत 5 वर्ष में वितरित जगह से अधिक जगह का इस्तेमाल करने वाली होर्डिंग्स कंपनियों पर कार्रवाई की और कितना जुर्माना वसूला गया। मध्य रेलवे के वरिष्ठ विभागीय वाणिज्य प्रबंधक गौरव झा ने अनिल गलगली को जानकारी दी कि वर्ष 2019-20 के दौरान मेसर्स लक्ष्य मीडिया लिमिटेड को अधिक जगह इस्तेमाल करता पाया गया।  27600 वर्ग फुट की जगह वितरित की गई थी और कंपनी वितरित जगह के अलावा 2000 वर्ग फुट अधिक जगह का इस्तेमाल कर रहा था। इस मामले में 1.91 करोड़ रुपए का जुर्माना लगाया गया था। मेसर्स लक्ष्य मीडिया लिमिटेड ने सिर्फ 78.24 लाख रुपए अदा किए है और 1.13 करोड़ रुपए अदा नहीं किया है। रेलवे का तर्क है कि बकाया राशि को लेकर मेसर्स लक्ष्य मीडिया लिमिटेड कंपनी का 5.75 करोड़ का सिक्युरिटी डिपॉजिट इसी ठेके को लेकर उनके पास है और भायखला आरओबी का 65.73 लाख रुपए का सिक्युरिटी डिपॉजिट जमा है।

मेसर्स लक्ष्य मीडिया लिमिटेड कंपनी को ब्लैक लिस्ट करने के सवाल पर मध्य रेलवे का दावा हैं कि टेंडर के मुताबिक अधिक जगह का इस्तेमाल करने पर ब्लैक लिस्ट करने का प्रावधान नही है सिर्फ जुर्माना लगाया जा सकता है।

अनिल गलगली के अनुसार यह तो सिर्फ एक मामला है। न जाने ऐसे कितने मामलों में रेलवे को राजस्व का चूना लगाया गया होगा? रेलवे से चीटिंग करनेवालों के खिलाफ एफआईआर दर्ज कर ब्लैक लिस्ट करना आवश्यक है लेकिन रेलवे इन्हें बचाने को कोशिश करती है। अन्यथा शत प्रतिशत जुर्माना वसूला जाता था। रेलवे मंत्री पीयूष गोयल, रेलवे बोर्ड के अध्यक्ष विनोद यादव और मध्य रेलवे के महा प्रबंधक संजीव मित्तल को पत्र लिखकर अनिल गलगली ने इस कंपनी को ब्लैक लिस्ट करने और मामले में लापरवाही बरतने वाले रेलवे के अधिकारियों पर भी कारवाई करने की मांग की है।

होर्डिंग्ज दंड वसूल करण्यात मध्य रेल्वे अपयशी ठरली

मध्य रेल्वे परिसरात होर्डिंग्ज बसविण्यास परवानगी देते परंतु परवानगीचे उल्लंघन करत अतिरिक्त जागा लाटणाच्या प्रकरणात मध्य रेल्वे मेसर्स लक्ष्य मीडिया लिमिटेडकडून 100 टक्के दंड वसूल करण्यास अपयशी ठरले, आरटीआय कार्यकर्ते अनिल गलगली यांना पाठवलेल्या जबाबातून हे स्पष्ट झाले आहे. एकूण 1.91 कोटी रुपयांच्या दंडापैकी 78.24 लाख रुपये वसूल झाले आहेत आणि 1.13 कोटी रुपये अद्याप थकबाकी आहे.

माहिती अधिकार कार्यकर्ते अनिल गलगली यांनी मध्य रेल्वेकडून माहिती मागितली होती की मागील 5  वर्षात होर्डिंग्ज कंपन्यांनी वितरित जागेपेक्षा अधिक जागा वापरली आणि किती दंड आकारला गेला. गौरव झा, वरिष्ठ रेल्वेचे विभागीय वाणिज्यिक व्यवस्थापक, मध्य रेल्वेने अनिल गलगली यांना माहिती दिली की 2019-20 या वर्षात मेसर्स लक्ष्य मीडिया लिमिटेड अधिक जागा वापरत असल्याचे आढळले. 27600 चौरस फूट जागेचे वितरण केले गेले आणि कंपनीने वितरित जागेव्यतिरिक्त 2000 चौरस फूट अधिक जागा वापरली. या प्रकरणात 1.91 कोटी रुपयांचा दंड ठोठावण्यात आला. मेसर्स लक्ष्य मीडिया लिमिटेडने केवळ 78.24 लाख रुपये अदा करण्यात आले आहेत आणि 1.13 कोटी रुपये अद्यापही अदा केले नाहीत. मेसर्स लक्ष्य मीडिया लिमिटेड कंपनीकडून थकीत रक्कमेची चिंता नसून 5.75 कोटी रुपयांची सुरक्षा ठेव त्याच करारावर असल्याचे रेल्वेने म्हटले आहे आणि भायखळा आरओबी अंतर्गत 65.73 लाख रुपयांची सुरक्षा ठेव आहे.

मेसर्स लक्ष्य मीडिया लिमिटेड कंपनीला काळ्या यादीत टाकण्याच्या प्रश्नावर मध्य रेल्वेने असा दावा केला आहे की निविदेनुसार जादा जागा वापरल्यास काळ्या सूचीत येण्याची तरतूद नाही त्यावर केवळ दंड आकारला जाऊ शकतो. 

अनिल गलगली यांच्या मते ही एक बाब आहे. महसूल बुडितामध्ये रेल्वेची किती प्रकरणात फसवणूक झाली हे माहित नाही? रेल्वेकडून फसवणूक करणार्‍यांविरूद्ध एफआयआर नोंदवून काळ्या यादीत टाकणे आवश्यक आहे, परंतु रेल्वे प्रशासनाकडून संरक्षण करण्याचा प्रयत्न केला जात आहे. अन्यथा 100 टक्के दंड आकारला गेला असता.  रेल्वेमंत्री पीयूष गोयल, रेल्वे बोर्डाचे अध्यक्ष विनोद यादव आणि मध्य रेल्वेचे महाव्यवस्थापक संजीव मित्तल यांना पाठवलेल्या पत्रात अनिल गलगली यांनी या कंपनीला काळ्या यादीत टाकण्याची मागणी केली असून या प्रकरणात दुर्लक्ष करणा-या रेल्वे अधिका-यांवर कारवाई करण्याची मागणी केली आहे.

Mithi River doesn't get a penny from the centre

On July 26, 2005, the Mithi River was flooded in Mumbai, created havoc after which the Central Government had announced assistance for development and security of the sewerage carrying River. While replying to an RTI query, the MMRDA administration has informed RTI activist Anil Galgali that the Mithi River has not received a single penny from the central government in the last 15 years till date. A total amount of Rs 1657.11 crore was demanded from the Centre. 

RTI activist Anil Galgali had sought information from mmrda administration about the progress made by MMRDA and BMC under the Mithi River development work and the amount sought from the centre and the amount received so far. The MMRDA administration told Anil Galgali that the amount sought from the Centre for development work done by MMRDA under Mithi River Development work was Rs. 417.51 while BMC demanded Rs. 1239.60 crore for development work coming under its jurisdiction. But Mmrda has not received any amount so far. 

The heavy rains on 26th July 2005 caused deluge owing to choking of Mithi River prompting the then Prime Minister Dr. Manmohan Singh to announce the financial assistance for the widening and designing of this River. Only then did the state Government constitute the Mithi River Development and Conservation Authority. 

According to Anil Galgali, there has been a further plight of the river in the absence of funds and the amount claimed to be spent needs to be audited. The central government has said that there is a need to supplement the expenditure by persisting with the progress of the work.
